Israeli defense officials and top political leaders are actively evaluating strategic opportunities arising from the ongoing confrontation between Saudi Arabia and the Houthi movement in the Arabian Peninsula. Prime Minister Benjamin Netanyahu, Defense Minister Israel Katz, and IDF Chief of Staff Eyal Zamir have held high level security consultations to examine how Riyadh's current vulnerability could be leveraged to expand regional security cooperation. Israeli leaders view military diplomacy as a key mechanism to strengthen alliances with regional states facing mutual security threats from Iran and its regional proxies.
Military strategists in Jerusalem are assessing whether current diplomatic conditions could facilitate regional defense understandings similar to those pursued prior to the October 7 attacks. Israeli officials recognize that regional states share deep concerns regarding Iranian military expansion and rebel capabilities along crucial maritime routes. Israel possesses specialized defensive technology and intelligence capabilities that could offer significant support to Gulf partners facing asymmetric aerial and maritime threats.
However, security officials also warned of strategic risks associated with the ongoing conflict in the Arabian Peninsula. Israeli planners expressed concern that intense military pressure could ultimately compel Saudi Arabia to negotiate a direct bilateral agreement with the Houthis. Such a settlement would bring an end to hostilities on the Saudi border while leaving Israel isolated to address security threats from Yemen independently.
The diplomatic assessments follow reports by Reuters detailing secret negotiations held between American officials and Houthi representatives in Muscat, Oman. Omani diplomats facilitated the discussions, which occurred at the United States Embassy. Houthi delegates reportedly assured American representatives that they intend to maintain their 2025 ceasefire agreement with Washington and will refrain from targeting American commercial or military vessels.
According to sources familiar with the discussions, Houthi representatives explicitly stated that they have no intention of attacking Israeli or international commercial shipping vessels. Instead, the rebel delegation clarified that their military operations and maritime blockades would focus exclusively on commercial ships owned by or affiliated with Saudi Arabia.
